Artists-in-Residence (AIR) Program for 2024

OI. Introduction

Tsung-yeh Arts and Cultural Center in Tainan City is the result of the fusion of an old sugar refinery with multicultural ideas to form a unique space. With years of effort, Tsung-yeh Artist and Cultural Center has established itself as a center for arts, crafts and culture while producing valuable creative works in Tainan. Through providing the working space and encouraging resident artists to communicate with the locals, we hope to promote this historical site not simply as a place for exhibitions, but rather an important gathering site for international arts and artists.

Tsung-yeh Art and Cultural Center is a governmental institute, operated by the Cultural Affairs Bureau of Tainan City Government, Taiwan. Please see Space and Environment for further information.

III. AIR Theme for 2024

 

A. Theme: 

In 1624, the Dutch East India Company built the first city of Fort Zeelandia on the island in Anping District and established the first ruling regime in Taiwan. Through the development of Anping by the Ming Dynasty, the concentration of trade and economic bases during the Qing Dynasty, and the construction of urban planning and water conservation facilities during the Japanese Dynasty, the foundation of Tainan's urban development was laid. 2024 coincides with the 400th year of Tainan. We hope that through artistic intervention, we can record the present-day appearance of Tainan and move towards a richer and more diversified cultural city.

 

B. Eligibility:  

  1. Disciplines:Visual art, Installation, Craft and Design art.
  2. All applicants must be able to communicate in either English or Chinese or Japanese.
  3. Applicants are required to plan their residency projects based on the theme of the residency, create their works in the form of on-site specific production, and prepare for the exhibition by integrating the historical heritage buildings of Tsung-yeh Arts and Cultural Center.


 

C. Time Schedule:

  1. Submissions accepted from:   1st of July on 2023
  2. Submissions deadline:        30th of September on 2023 24:00 (Taiwan Time)
  3. Examination:                 November 2023
  4. Residence period:  2nd of January on 2024-31st of August on 2024
    (Each applicant can only be accepted for one term. And the minimum residence is 45 days, with a maximum of 90 days.)

D. How to apply

  1. We only accept online application. Please click on the following link (http://air-culture.tainan.gov.tw/), and fill out the application before the deadline (listed above).
  2. Applicants are required to upload personal information, a resident plan and letter of recommendation.

 

E. Procedure

  1. Applicants will be examined by the jury committee and successful candidate will be partly subsidized.
  2. The jury committee is scheduled to meet in late September or early October 2023.
  3. The results will be announced on the official website (https://tyart.tnc.gov.tw/) and emailed to the successful candidates by the end of October on 2023.
     

 

F. Program provisions and requirements

Applicants should agree with the following requirements before submitting their applications.

  1. Program Provisions- what do we offer?
    1. Placements of up to three months with free accommodation and studio space.
    2. Living and working expenses in Taiwan (including personal-income-tax and insurance, the income-tax of foreigner will be 6%-20%) - partly subsidized (NTD 30,000 per month maximum). The total amount will be paid by 2 installments. Artists will receive this payment directly, excluding any tax. The Taiwan government has announced that all terms of contract should include stamp-tax, which is one thousandth of the total amount. The stamp-tax should be paid in cash by artists themselves, and this is excluded from the subsidy.
    3. Presentation expense- The maximum allocation is NTD 150,000(including tax), which will be paid directly to the relevant contractors. The above expenses include: providing the service or materials used in completing exhibitions, fees for brochure design and printing, dissemination, art work insurance, translation fees, and expense for press conference, etc. Fees for artwork transportation and transport costs resulting from personal research are excluded.
    4. The selected artists will hold at least one and at most three workshops during their residency. We will offer NT10,000 (including tax) for the lecturer and material fees for each workshop, depending on the actual number of applicants, each workshop must provide a maximum of 30 participants (including 30 materials). The workshop fee will be directly subsidized to the artist. If the workshop fee exceeds the subsidy amount, it will be covered by the exhibition material fee.
    5. Administration support.
      ※If you have any enquiries of the subsidy, you should notify us during the application or before signing the contract.
  2. Program requirements- applicants’ responsibilities
    1. Before the end of residency, the selected artists should provide one exhibition. In addition, you should hold at least one workshop during the residency.
    2. Approaching the end of the residency, the selected artists are required to complete a report and questionnaire. The report should include details of the residents’ experience, the progress of their projects and any relevant feedback.

 

G. Notice

The Cultural Affairs Bureau of Tainan City Government reserves the right to supplement and amend the contract and has the right of final interpretation.

  1. Terms of application:
    1. Artists who will be occupying other resident spaces in 2024 should inform us in the application, otherwise the Tsung-yeh residency will be regarded as forfeit.
    2. A letter of recommendation is required. Artist needs to submit at least one letter of recommendation from an artist, curator, institute director, researcher, or organizational professional. The title and full name of the recommender should be clear, and the letter should be signed personally or attached as a signature file.
    3. According to the resident program, if applicants require assistants (i.e., someone who is not an applicant), it is the applicant’s responsibility to notify us in the application form (including reasons, numbers, and duties of the assistant). However, any extra costs (personal wages, creation fees, transport and living costs, and etc.) to hire assistants shall not be covered by Tsung-yeh. 
    4. All selected artists can apply for accommodation; however, such accommodation is only for resident artists. To maintain the safety, living quality and rights of every single artist, the accommodation is not available for non-artists to stay overnight (including family members, assistants, partners or pets).
  2. Terms of residency:
    1. Selected artists should participate in all activities held by Tsung-yeh. If this is likely to cause any inconvenience, please inform us in advance.
    2. The selected artist shall show his or her attendance at this project. If selected artists fail to complete at least 2/3 of their resident duration, we will regard this as forfeiture of the residency. 
    3. In this program, artist retains the copyright and the ownership of the physical artwork and agrees to grant The Cultural Affairs Bureau of Tainan City Government a non-exclusive license to make copies of the artwork in print or digital files. The method of use includes but is not limited to reproduction, distribution, public transmission, public broadcast, public recitation, editing, public display, and adaptation.
    4. If works created during the residency require to be assembled or disassembled, the artist shall provide an “instruction manual” (to show how to assemble or properly preserve them in pictures) for the Artist Village to better preserve the artworks.   

 

H. Miscellaneous term: 

Basic instruments for woodcraft and audiovisual equipment can be provided by Tsung-yeh for resident artists (please check with Tsung-yeh in advance). Provided that there is any specific demand, please prepare your own devices.
